Oh, I HATE when you can't open something! This is definitely supposed to twist open. Try twisting it both ways. If it doesn't work, use one of those groovy rubbery mats that you use to open jars that just don't open or run the tube under hot water and then try opening it. u just pull the cap off. the applicator is the roller. u shake it a little n the lip stain will come out. if it doesnt, then exchange it for a new one, its probably clogged or the hole in the hole isnt large enough.
